Government projects are NOT stimulating for the economy. Government is ALWAYS a net drain. The government does not produce anything. It merely reassigns wealth, with an inevitably percentage of overhead.

The light rail in Minneapolis came in at triple budget and is running at a loss for every passenger. You can't make that up in volume.
