Magical Technology

Just to be sure I understand this...President Obama has, by executive fiat, created a new technology that will "[increase] fuel efficiency standards by 40% to at least 35 miles per gallon" and use less oil?

Wow. All this time, I thought he was a lawyer and career politician, not an engineer and inventor.

Seriously, does he thing he can create new technology with a signature? You can't legislate technological breakthroughs.

"The days of Washington dragging its heals are over," he declared, saying it should be easier for states to adopt tough fuel-efficiency rules. "My administration will not deny facts; we will be guided by them. We cannot afford to pass the buck or pass the burden onto the states."

I have two issues regarding this quote.

#1. Where does the Constitution allow for this regulation?
#2. What did Patrick McGee major in to become a journalist? There is a difference between heal and heel. A professional wordsmith should know that.
